Abstract:
The aim of this paper was to ascertain the effect of financial resources on the delivery of devolved services in
selected counties in Kenya. The study was anchored on Resource Based View Theory, employing a blended
research design and positivism approach. Data was collected using structured and open-ended questionnaires from
384 employees that were randomly selected from eight counties. Results from regression analysis showed that
financial resources had significant and positive effects on devolved service delivery. The study concludes that
financial resources are significant drivers of projects in counties. It is however a delicate balance since financial
resources may be in place but the mechanisms to deploy them may be non-existent. Therefore, it is important for
county governments to provide both financial and organizational resources in order to achieve improved delivery
of county services.
